Two months ago, New Keys Educational Foundation was kind enough to invite me to open its annual congress. The theme revolved around "specific learning difficulties", a four-word title, which contained in itself the work, effort, concern and desire to do well for thousands of psychologists, pedagogues, psychologists, educators, counselors, pediatricians, in fact the list of professionals is very long, and relatives of children with these difficulties.

I said that each of the more than 37,000 students studying in Bilbao compulsory education is our responsibility, that of the entire educational community and society as a whole. Numbers do not speak, I speak of people needed for the future of this city. Each of them is irreplaceable, with their abilities and their shortcomings, are unique individuals, which cause also unique value chains.
I communicated my desire that we are a capable and enlightened city, a city that relies on the understanding and the hearts of those who live here. And I moved to excellent students need to form centers also excellent, because of the mixture between knowledge and values \u200b\u200braises the collective emotional intelligence necessary for economic and social development.
Now if we were talking about people with learning disabilities, how to speak in that forum of students excellent!. Well, if we target to achieve the highest number of excellent students in each of the groups we work, we are talking about Bilbao: Land Smart, City Securities, we are talking about a modern and advanced city, but also human, who can not forget the human dignity and the protection of the weak.
We, the City Council, we have no expertise in the direct approach of the training curriculum, but we invested much effort and money in providing the ideal setting: to have schools ready, create new haurreskolas, supporting parents in raising their children and providing tools to teachers to facilitate further education and living.
