Having regard to Article 75, paragraphs 22 and 23 of the Constitution, and
WHEREAS
That the Universal Declaration of Human Rights, adopted by the General Assembly United Nations on December 10, 1948, proclaimed that freedom, justice and peace in the world are based on the recognition of the inherent dignity and equal and inalienable rights of all members of the human family, confirming the statement in the Charter of the United Nations concerning the faith of the people in fundamental human rights, in the dignity and worth of the human person and the equal rights of all mankind.
That as a policy of effective realization of the universal protection of human rights for all men and all nations, the international community has emphasized the child as a subject worthy of special consideration, particularly in the Declaration Rights of 1924 on the Rights of the Child, the Declaration of the Rights of the Child adopted by the General Assembly of the United Nations on November 20, 1959 and the Convention on the Rights of the Child, adopted by the UN General Assembly Assembly on 20 November 1989.
